Minerals Council South Africa

Minerals Council South Africa is the principal industry body representing the country's mining and minerals sector. The organisation serves as the collective voice for mining companies operating in South Africa, ranging from major producers to smaller operators across various commodity segments. Its mandate encompasses advocacy, policy engagement and the promotion of industry interests in dialogue with government, labour and other stakeholders. The council plays a central role in negotiations on mining legislation, safety standards, labour relations and environmental regulation. It provides research, technical support and strategic guidance to members on issues affecting the sector's competitiveness and sustainability. The organisation engages with the Department of Mineral Resources and Energy and other government bodies on matters including the Mineral and Petroleum Resources Development Act, mining charter compliance and transformation targets. It also participates in tripartite forums addressing health, safety and labour conditions in the mining industry. The council was formerly known as the Chamber of Mines of South Africa, a body with roots extending back more than a century, and was rebranded to reflect a broader, more inclusive mandate in the modern mining landscape.

Minerals Council opposes linking beneficiation to mining rights in new industrial strategy

The Minerals Council South Africa has expressed regret over the Industrial Development Strategy 2026 released by the Department of Trade, Industry and Competition in June, particularly its proposal to link beneficiation conditions to the issuance of mining rights. CEO Mzila Mthenjane argues that mining and beneficiation are separate and distinct economic sectors in the mineral value chain, and that beneficiation cannot and must not be imposed on mining because it forms part of manufacturing and overall industrialisation.

Sharp rise in mineral sales underscores sector's economic importance

Total mineral sales for the four months from January to April increased by R89-billion compared with the same period in 2025, reaching R332-billion and representing a 36.5% increase, the Minerals Council reports. The council says the projected increase in corporate taxes by mining yet again proves the relevance of the sector in contributing to government revenue and catalysing sustainable economic growth, and calls for enabling policies to support and attract investment in the mining value chain.

Council urges one-stop shop for mineral rights applications to streamline approvals

At its 136th annual general meeting on May 27, the Minerals Council highlighted the urgent need for a one-stop shop for mineral right applications to coordinate and align all relevant regulations from other departments and expedite approval processes. President Paul Dunne explained that the prevailing fragmented system results in delays and lost opportunities, and stressed that a shared vision in government of the importance of mining and the role it plays in the economy and society is essential.
