Department Of Forestry, Fisheries And The Environment

The Department of Forestry, Fisheries and the Environment is a South African national government department responsible for environmental conservation, forestry management, marine resources and fisheries regulation. The department operates under the authority of a Cabinet minister and reports to Parliament. Its mandate encompasses environmental policy development and enforcement, biodiversity protection, climate change response, waste management, air quality control, and the sustainable use of natural resources. The department administers key environmental legislation including the National Environmental Management Act and oversees environmental impact assessments for major development projects, including mining operations. It manages South Africa's network of national parks and protected areas in conjunction with SANParks and provincial conservation authorities. The department also regulates the country's fishing industry, issues permits and quotas, and monitors marine ecosystems along South Africa's coastline. In the forestry sector, it oversees both commercial plantation forestry and the protection of indigenous forests. The department plays a significant role in authorising and monitoring mining and industrial activities to ensure compliance with environmental standards. It was formed through the merger of the former Department of Environmental Affairs with forestry and fisheries functions, consolidating natural resource management under a single ministry.

The Department of Forestry, Fisheries and the Environment (DFFE) says its Draft National Circular Economy Action Plan (NCEAP) has not yet been published or opened for public comment, contradicting a claim by the Recyclers Association of South Africa (RASA) that the plan was released on June 1, 2026. The DFFE says it is still consulting stakeholders and will invite public comment once the draft is ready, while RASA maintains recyclers were excluded from the process.

RASA demands review of scrap metal export rules against new circular economy goals

RASA has written to Forestry, Fisheries and the Environment Minister Willie Aucamp seeking an urgent inter-departmental review of the Price Preference System (PPS), arguing it conflicts with the NCEAP's ten-year (2026 to 2036) goal of formalising 60 000 to 90 000 waste reclaimers and prioritising strategic materials. RASA wants a joint DFFE–DTIC task team, saying the PPS's 30% price discount and transport costs suppress prices for waste pickers and undermine the department's waste-management mandate.

E-waste drop-off pilot expands producer responsibility scheme

The DFFE has launched an eleventh e-waste drop-off point since 2024, in Cape Town, with producer responsibility organisations collecting more than 108 t of e-waste and paying about R400 000 in community incentives, part of efforts to divert waste from landfill in the Western Cape.
