Resource Nationalism

Resource nationalism is a policy stance in which governments assert greater control over the extraction, production and revenues from natural resources within their borders. It encompasses measures such as increased taxation and royalties on mining and energy projects, renegotiation of contracts with foreign investors, nationalisation or expropriation of assets, and requirements for local ownership, processing or beneficiation. Resource nationalism typically intensifies during periods of high commodity prices, when governments seek a larger share of windfall profits, or in response to domestic political pressure for economic redistribution and sovereignty. The approach is common in resource-rich developing countries across Africa, Latin America and Asia, where minerals, oil and gas are seen as strategic national assets. Proponents argue that resource nationalism ensures fairer distribution of wealth, promotes local industrialisation and protects sovereignty, while critics contend that it deters foreign investment, raises project costs and can lead to inefficiency or corruption. Recent examples include mining code revisions in the Democratic Republic of Congo, export restrictions on critical minerals in Indonesia and disputes over contract terms in Zambia and Tanzania. Resource nationalism remains a significant risk factor for international mining and energy companies and shapes investment decisions across emerging markets.
