Zuma gives SIU green light to probe 2012 DoC tender

The Special Investigating Unit (SIU) was set to probe a tender awarded in 2012 by the Department of Communications (DoC) after President Jacob Zuma gave the go-ahead this week.

The unit would investigate a R11.8-million-a-year tender awarded to Media Corner to undertake a public awareness campaign on the broadcast digital migration process.

The proclamation allowed the SIU to review the validity of the October 2012 memorandum of agreement between the DoC and Media Corner, as well as its implementation and any payments made in terms of the agreement.

The SIU said it would examine any unauthorised, irregular or fruitless and wasteful expenditure incurred by the department, as well as any improper or unlawful conduct by employees during the awarding of the tenders.

The investigation would be undertaken on the basis that the award was not fair, competitive, transparent, equitable or cost effective and was contrary to applicable legislation, applicable manuals, policies, procedures and guidelines, practice notes or instructions issued by the National Treasury or the DoC.

The DoC indicated that it would release a statement during the course of Wednesday.
