Municipal capital budget spend at 77%

South Africa’s municipalities have failed to spend their full capital budgets for the financial year to the end of June, which the National Treasury said reflected the challenges of planning for the implementation of capital projects.

The country’s municipalities spent R41.7-billion in the 12 months under review, which was only 76.7% of the collective adjusted capital budget of R54.4-billion for the year.

Metropolitan regions spent 85%, or R22.7-billion, of the collective R26.7-billion budget.

Ekurhuleni, the City of Tshwane and Johannesburg were the only regions to achieve spend reaching over 90% of the allocated budget, with Tshwane recording a 93% spending rate.

Buffalo City recorded the lowest capital budget spend at only half, followed by Mangaung, with 75.8%, and eThekwini, with 78.4%.

Of South Africa’s 286 municipalities, 228 did not spend their full capital budget, 13 were considered on target and 28 municipalities overspent on their capital budgets by June 30. The Treasury said it had insufficient information for nine municipalities.

Meanwhile, municipalities spent 87.8%, or R253.1-billion, of the total adjusted budget of R288.3-billion, and had generated 92.6%, or R265.3-billion, of the total adjusted revenue budget by the end of the 2012/13 financial year.

The net underspending of R35.2-billion was a deterioration of R4.2-billion on last year’s performance, when R30.9-billion, or 11.7% of the total municipal budget was spent.
