The project is a concession agreement between the Filipino Department of Transportation and Communication and GMR-Megawide Cebu Airport Corporation (GMCAC), a joint venture between GMR Infrastructure (40%) and Megawide Construction Corporation (60%).

Project Description
The project involves the expansion of the Mactan Cebu International Airport’s existing passenger terminal and the construction of a new international passenger terminal building under a concession agreement.

Under the agreement, GMCAC will build a new passenger terminal and its associated infrastructure, as well as the terminal’s apron.

It will also renovate and expand the existing terminal, install the required instruments and information technology facilities necessary for its operations and operate and maintain the terminal for the next 25 years.

The new terminal will increase the airport’s capacity to about eight-million passengers a year.

Mott MacDonald has begun monitoring construction of the Mactan Cebu International Airport PPP project.

The consultancy previously acted as lenders’ technical adviser during the project’s financing, which reached financial close at the end of 2014.

Mott MacDonald evaluated the condition of the airport’s existing assets and reviewed the proposed design, environmental aspects, operation and maintenance, capital and operating expenditure and financial model of the proposed two-terminal project.

The consultancy also produced independent traffic and revenue forecasts, which included a full set of government and private stakeholder interviews at local, regional, national and international levels.
