Icasa gazettes termination rates

The Independent Communications Authority of South Africa (Icasa) has moved forward with plans to implement mobile termination rates as of April 1, despite facing legal opposition from South Africa’s two largest mobile operators.

The Second Call Termination Amendment Regulations, published on Wednesday, would see the rates charged to operators to carry calls between their networks halved to 20c this year, but the stipulated asymmetry rates would allow operators with less than 20% market share to charge dominant operators 44c.

Vodacom and MTN had been battling out the matter in the High Court in Johannesburg, on Tuesday and Wednesday, to halt its implementation, disputing the process Icasa used to determine the rates.

However, Icasa said it would likely review the rates for the following two years, which would drop to 15c and 10c in March 2015 and 2016 respectively. The asymmetry rate would decline to 42c in 2015, 40c in 2016 and 20c in 2017.
