Do the South African Pump Manufacturers have a solution to some of the service delivery demands?

The South African Pump Cluster was recently approached by the PICC Localization Office, based at the IDC, to determine the capacity of the Pump Manufacturers in South Africa and whether they could meet the municipalities’ demands for new pump as well as the repair and service of existing installed pumps.
The request comes on the back of a severe shortage of clean water supply to many communities. One of the major reasons for the shortage is a lack of maintenance of existing pumping stations. In a number of instances imported pumps procured, were incorrectly specified resulting in premature failure.
Pump manufacturing in South Africa is a well established industry with over 120 companies active in the market. Of these approximately 62 manufacture some or all of their pumps locally. These range from private companies manufacturing under license, to a number of Multinational companies that have set up large local manufacturing facilities and have been active in the local market for more than 90 years. Pump manufacturers employ in the order of 3680 employees.
The industry clearly has sufficient capacity to satisfy the South African demand. It is estimated that the current local manufacturing industry is running at approx. 50% to 60% capacity. The multinational companies have access to the most modern technology and therefore bring the best solution to the country’s pumping needs. An industry assessment of the needs, with special emphasis on sewage and water supply is urgently needed. The skills level of operators and maintenance staff must be improved. One of the options is to create a new trading system so as to develop and train pump station personnel while effecting grass roots black empowerment. All Pump manufacturers and suppliers with the required capability would be invited to submit a bid.
This option is the introduction of ADSSOT (Assess, Design, Supply, Operate, Train and Transfer). By introducing the ADSOTT system, (an adaptation of the BOTT system) for all municipal and state owned entities, the Pump manufacturer would use their expertise to review the pumps needed, design, supply and install pumps over a one year period. Operate the scheme for two years and then train suitable personnel over a three year period transfering the working system with qualified and experienced municipal operational personnel after four years.
The South African Pump Cluster, in addition to Pumps, represents Electric Motors, Mechanical Seals and Couplings as theses are integral components of a Pumping Solution. Thus training could be extended beyond the Pump only. SAPMA (South African Pump Manufacturers Association) is currently running external training courses on Pumps, Hydraulics, Motor and Seals. The courses are run monthly and open to anyone wishing to improve their knowledge.
The South African Pump Cluster’s prime objective is to promote Local Manufacture with the aim of creating employment and poverty alleviation.
