Latest Developments
PEJ reported on March 31 that it had applied for a construction licence to build the NPP.

The document submitted by PEJ is the investor’s formal application filed with the PAA President in accordance with the requirements specified in the Atomic Law Act. The entire documentation comprises more than 40 000 pages. The application was prepared by more than 200 experts from various areas, primarily nuclear safety and radiological protection.

The documents included in the application confirm compliance with the requirements of nuclear safety, radiological protection and security, as well as the investor’s ability to deliver the project.

One of the key documents submitted with the licence application is the Preliminary Safety Analysis Report. This report is one of the most important appendices, providing a detailed description of the power plant design and the project site. It also includes comprehensive analyses of technical and environmental factors demonstrating that the proposed solutions meet all requirements pertaining to nuclear safety, physical security, radiological protection and nuclear material safeguards applicable to facilities of this type.

The application includes a quality assurance programme, a security classification, a design of a physical security system for a nuclear facility and nuclear materials, basic information on the radiological emergency management system and organisational documentation confirming that the investor has the necessary technical, human and organisational resources to deliver the project.

The PAA president issues a construction licence for a nuclear facility within 24 months of the submission of the application, excluding the time required for the applicant to submit any additional documentation, if necessary.

Construction is expected to start in the fourth quarter of 2028, starting with the pouring of the first nuclear concrete. To start construction work in accordance with this schedule, the investor must have a construction licence from the PAA president and a construction permit issued by the Head of the Pomorskie Voivodeship.

PEJ plans to submit the construction permit application in 2027.

Key Contracts, Suppliers and Consultants
Westinghouse and Bechtel consortium (NPP construction).
