Cesa proposes ethics-based business leader selection
Industry organisation Consulting Engineers South Africa (Cesa) CEO Graham Pirie has urged those in a position to select business, political and spiritual leaders to do so according to their “ethical balance”.
He advocated that qualities such as a candidate’s intelligence quotient, emotional intelligence and physical quotient be given greater weighting during the selection process to prevent the progression of white-collar crime.
“Strong action is required from all stakeholders to curb institutional corruption and we need government to take the lead on this. As business, we are committed to playing our part,” he said.
Cesa’s announcement came as the Department of Cooperative Governance and Traditional Affairs (Cogta) revealed its Municipal Systems Amendment Act draft regulation, which could see municipal managers facing a ban of up to ten years should they be found to have committed fraud, financial misconduct or corruption.
Cogta said the draft regulations were an endeavour to set uniform standards for staff establishments and municipal staff systems and procedures to deal with recruitment weaknesses.
The regulations aimed to ‘professionalise’ the local government sector and attain a capable and developmental State as envisaged in the National Development Plan.
Pirie added that such legislation was essential in the prevention of corruption, which was currently hampering service delivery and delaying government plans.
“A sustainable future depends on our ability to put leaders in place with the highest ethical balance,” he said.
