International Trade Administration Commission Of South Africa

The International Trade Administration Commission of South Africa is a statutory body that administers South Africa's international trade policy and investigates unfair trade practices. Commonly known as Itac, the commission operates under the Department of Trade, Industry and Competition and is governed by the International Trade Administration Act of 2002. Its mandate includes conducting investigations into customs tariff applications, import and export control measures, and trade remedies such as anti-dumping, countervailing and safeguard actions. Itac evaluates applications from domestic industries seeking protection from imports that may cause material injury through dumping or subsidisation. The commission also administers South Africa's tariff regime, making recommendations to the Minister of Trade, Industry and Competition on tariff adjustments and rebates. It plays a central role in balancing the interests of local manufacturers, importers, exporters and consumers in trade policy decisions. Itac's investigations follow procedures aligned with World Trade Organization agreements and South African legislation. The commission is headquartered in Pretoria and comprises commissioners appointed by the Minister. Its work directly affects the competitiveness of South African industry and the country's integration into global value chains. Itac was established in 2003, replacing the former Board on Tariffs and Trade, to modernise South Africa's trade administration framework in the post-apartheid era.
