Department Of Basic Education

The Department of Basic Education is a South African national government department responsible for primary and secondary education across the country. The department's mandate covers the development and implementation of education policy, curriculum design, teacher training and support, and the overall administration of the basic education system from Grade R through Grade 12. It works in conjunction with provincial education departments, which handle the day-to-day delivery of schooling services. The department oversees approximately 13-million learners and more than 400 000 educators in public schools nationwide. Key functions include setting national curriculum standards, administering the National Senior Certificate examinations, managing teacher development programmes and ensuring equitable access to quality education. The department also implements nutrition programmes, infrastructure development initiatives and policies aimed at improving learning outcomes. It is headed by a Cabinet minister appointed by the President and supported by a director-general who leads the administrative structure. The department has been central to post-apartheid education transformation, including curriculum reforms such as the introduction of the Curriculum and Assessment Policy Statement. Siviwe Gwarube became Minister of Basic Education in June 2024, succeeding Angie Motshekga. The department's work is frequently subject to public debate on issues ranging from curriculum content to infrastructure backlogs and educational quality.

Dispute over sanitation backlog messaging

The Information Regulator has approached the Supreme Court of Appeal for leave to appeal after the High Court in Pretoria dismissed its application on June 3, 2026, over the DBE's publication of matric results using examination numbers, with AfriForum opposing the bid.

Portfolio committee refers procurement concerns to Public Protector

The Portfolio Committee on Basic Education has referred procurement of the new national catalogue for Grades 1 to 3 to the Public Protector over allegations concerning Lighthouse Publishing, and referred recruitment concerns, including scrutiny of Minister Gwarube's conduct, to the Public Service Commission.
