Auditor-General

The Auditor-General is the supreme audit institution of South Africa, established as an independent constitutional body responsible for auditing and reporting on the accounts, financial statements and financial management of all national and provincial state departments and administrations, all municipalities and any other institution required by national or provincial legislation to be audited by the Auditor-General. The office operates under the Public Audit Act of 2004 and reports to Parliament and provincial legislatures, ensuring transparency and accountability in the use of public resources. The Auditor-General of South Africa (AGSA) is led by the Auditor-General, who is appointed by the President on the recommendation of Parliament for a non-renewable term of between five and ten years. The institution conducts regularity audits to assess compliance with legislation and financial management practices, as well as performance audits that evaluate the economy, efficiency and effectiveness of government programmes. AGSA publishes annual consolidated general reports on the audit outcomes of national, provincial and local government, which are widely regarded as critical barometers of governance and financial health across the public sector. The office has the power to issue audit opinions ranging from unqualified (clean) audits to adverse opinions, and can refer evidence of financial misconduct to law enforcement agencies. In recent years the Auditor-General has been vocal about declining audit outcomes, irregular expenditure and weaknesses in consequence management within government. The institution employs several thousand auditors and support staff across regional offices throughout South Africa. It was established in its modern form following the transition to democracy in 1994, building on earlier audit functions that date back to the Union of South Africa in 1910.
