Name of the Project
SOCAR gas processing and chemical (GPC) project.

Location
The project will be built in Garadagh, Azerbaijan.

Client
State Oil Company of Azerbaijan Republic (SOCAR).

Project Description
The SOCAR GPC project envisages exporting natural gas and gas condensate produced from the processing of raw materials, C2+ fractions polymerisation, polyethylene and polypropylene products to Turkey, Western Europe and China.

The project includes the construction of a gas processing and gas-chemical plant with a capacity of ten-billion cubic metres a year; the installation of a gas-fired pyrolysis unit with a capacity of 610 000 t; a polyethylene unit with a capacity of 600 000 t, including Butene-1 and Hexen-1 units that will operate within the gas-chemical plant, and the establishment of a new thermal power plant to serve the plant and its facilities.

Jobs to be Created
Not stated.

Value
The project will be financed within the framework of China’s Silk Road Economic Belt project.

Duration
Polyethylene exports are projected to start in 2022.

Latest Developments
Technology licence agreements were signed between SOCAR and Technip, Univation, Axens and SinopecTech on December 20, 2016.

The agreements envisage the advanced processing of natural gas and the production of high-quality polymer products using modern technology as a part of the SOCAR GPC project.

Technip has been awarded a service contract for the ethylene and cryomax technology licences for the petro-chemicals complex and the natural gas liquids recovery section of the gas-processing plant. Technip has also been awarded a contract for the development of the process and engineering design of all the process units included in the GPC project, as well as the design of the related utilities and off-sites. The scope of work covers the engineering design of:
• a single-train highly integrated gas-processing plant capable of producing ten-billion cubic metres a year, and
• a new petrochemicals plant, including a steam cracker with a capacity of 610 000 t/y of ethylene and 120 000 t/y of propylene.

In addition, the scope of utilities and off-sites includes the design of all the necessary units to operate the plant efficiently while respecting the required safety and environmental standards.

Key Contracts and Suppliers
Technip, Univation, Axens and SinopecTech (licence agreements).

On Budget and on Time?
