Sapoa concerned by Polokwane valuations irregularities
Irregularities relating to the City of Polokwane’s 2014/15 general valuations roll were currently “arguably” the South African Property Owners’ Association’s (Sapoa’s) most pressing concern in the city, Sapoa regional council chairperson Sumari Ridder said on Monday.
Sapoa explained that, legally, municipal rates policies had to comply with the Municipal Rates Act, adding that municipal rates policies took effect when the valuation roll was prepared and that the valuation roll had to accompany the budget for the financial year under review.
However, in Polokwane, according to Sapoa members, there was no approved rates policy for the municipality and submissions made requesting the double-rating of illegal property uses was disregarded by the city.
“And, with the appointment of a valuer in September 2013 to update the roll by the end of January 2014, there is no rates policy in place to support it,” Ridder said.
After having been alerted to these concerns by the Limpopo regional council, Sapoa CEO Neil Gopal contacted Polokwane’s municipal manager and CFO, the organisation said.
“We appreciate the willingness and the commitment of both offices to understand our concerns and find effective solutions. The office of the CFO has been especially helpful in finding a resolution to the concerns we raised – including clarifying whether or not the valuations roll was subject to public participation and inspection,” Gopal said.
Sapoa had also requested a copy of the Government Gazette Notice showing that the valuation roll was published as required by law.
