Project Description
Thirteen projects have been accepted in the DoE’s fourth bidding window of the REIPPPP. The 13 projects, which will constitute 1 121 MW of installed capacity on the national grid, were selected from a tightly contested field of 77 proposals. The preferred bidders include one biomass project, five wind farm projects, six solar photovoltaic (PV) projects and one hydro project. The biomass project named was the 25 MW Ngodwana Energy Project.

The wind projects include:
• Roggeveld Wind Farm (140 MW)
• Karusa Wind Farm (140 MW)
• Nxuba Wind Farm (139 MW)
• Golden Valley Wind Farm (117 MW)
• Oyster Bay Wind Farm (140 MW).

The wind projects represent a combined capacity of 676 MW.

The solar PV projects include:
• Sirius Solar PV Project One (75 MW)
• Droogfontein 2 Solar (75 MW)
• Dyason’s Klip 1 (75 MW)
• Dyason’s Kilp 2 (75 MW)
• Konkoonsies II Solar Facility (75 MW)
• Aggeneys Solar Project (40 MW).

The combined capacity of the solar PV projects that progressed to the preferred-bidder stage was 415 MW.

The 5 MW Kruisvallei Hydro was selected as the only hydro project for this round.

Value
The successful fourth-round bids are valued at an estimated R23-billion.

The projects are expected to reach financial close in the fourth quarter of this year.

Duration
Commissioning of the projects is expected to start in November 2016.

Latest Developments
Roggeveld Wind Farm, in the Northern Cape, is being developed by project developer G7 Renewable Energies, with energy group Building Energy as the main sponsor of the project.

Africa-based independent power producer BioTherm is developing the Golden Valley Wind facility, in the Eastern Cape, and the Aggeneys Solar PV and the Konkoonsies II Solar PV facilities, both in the Northern Cape.

Scatec Solar is developing Sirius Solar PV Project One, and Dyason’s Klip 1 and 2 solar projects, all in the Northern Cape.

The three solar power plants will be built on adjacent sites, and will collectively represent one of the largest solar parks ever built. Project financing has been arranged as part of the bid preparations. Scatec Solar will build, own and operate the solar power plants, with a 42% shareholding.

Meanwhile, Enel Green Power (EGP) will develop three wind projects – Oyster Bay, Nxuba and Karusa – which will be built in the Eastern Cape and Northern Cape.

The Oyster Bay and Nxuba projects will be completed and enter into service in 2017, while Karusa will enter into service in 2018.
