Name and Location
New Damanhour power plant (NDPP) project, Egypt.

Client
Egyptian Electricity Holding Company (EEHC) and its subsidiary, West Delta Electricity Production Company (WDEPC).

Project Description
The project involves the construction and operation of a new combined-cycle power plant in Zawyat Ghazal. The plant will be located on vacant land, which is part of an existing power plant, with old units that use either gas or oil as fuel.

Three 65 MWe units, which have been in service for more than 40 years and are at the end of their service life, will be decommissioned and demolished.

The new power plant will be gas-fired and will consist of two units with a generating capacity of 900 MWe each, providing a total capacity of 1 800 MWe. The new units will use state-of-the-art combined-cycle gas turbine technology.

There are three separate projects linked to the NDPP project, including a 14.5 km high-voltage transmission line connecting the new plant to the grid, and a 4 km gas supply pipeline. These two projects are required to operate the plant. A second 60 km grid connection is also being planned to ensure a stable connection of the new station to the national electricity grid once the NDPP is fully operational.

The routing of all three projects will follow existing infrastructure corridors (high-voltage lines and an existing gas supply pipeline), where possible, to prevent or reduce any additional impact on the environment and people living and working in the area. The routing will try to prevent settlements.

Value
The project is estimated at $1.32-billion.

The project will be cofinanced by loans from the European Investment Bank, the Arab Fund for Economic and Social Development and the African Development Bank. The balance of the project’s cost will be financed by the EEHC.

Duration
It is planned that the NDPP will initially operate in single-cycle mode – 2 × 600 MWe, and then with gas turbines only – scheduled from 2018.

Full operation of the combined-cycle plant – 2 × 900 MWe ñ is scheduled for 2019.
