Minority Parti Quebecois Bill on mining raises First Nations' ire

TORONTO (miningweekly.com) – A new Bill on mining tabled by the minority-led Parti Quebecois government of Quebec has raised the ire of local First Nations, which contend that the Bill contravenes their rights.

The Assembly of First Nations of Quebec and Labrador (AFNQL) said the Bill, presented this week by provincial Natural Resources Minister Martine Ouellet, “completely ignores” the issues relating to the territory and resources that it put forward.

"The Canadian Constitution recognises the rights of the Aboriginal peoples. Whether it likes it or not, the provincial government must comply with it and fulfil its obligations,” AFNQL chief Ghislain Picard said.

"The co-management and the conservation of the territory, the consultation for the accommodation of the parties and the sharing of royalties on the territories, are key issues. We will never give up on that,” Picard said.

The AFNQL said these issues, critical to the First Nations, were officially presented to Quebec Premier Pauline Marois and to several members of her government, including Ouellet, at the Summit on Territories and Resources, held by the AFNQL in Montreal, during December.

The assembly accused the Quebec government of “hiding” when it should engage the First Nations.

The Quebec government has met strong opposition from several opponents, requesting it not to implement changes to the mining tax regime and the regulatory framework for mining.
