The commission investigating the deadly M1 bridge collapse have set their terms of reference, one of which is that it will be held in public.

The scaffolding of the  pedestrian bridge collapsed on October 14 near Grayston Drive, north of Johannesburg.

Two people were killed and 19 others were injured.

Department of Labour spokesperson Mokgadi Pela said the inquiry would start on February 16 and would be public.

It was expected to take about six months.

"There are a lot of aspects that will be looked at," said Pela.

"Those include the responsibilities of the principal constructor as well as the suppliers of material that was used during the construction of the bridge."

It will be held at the Johannesburg Civic Centre in Braamfontein.
