Local content verification takes centre stage at colloquium

As a two-day local public procurement colloquium wraps up, significant progress in leveraging South Africa’s large-scale public investment and procurement programme has been noted.

However, compliance, supplier development, local content verification and import monitoring and export performance remained priorities, said Portfolio Committee on Trade and Industry chairperson Joanmariae Fubbs.

The colloquium, held at Parliament on August 17 and 18, unpacked policies governing industrialisation, local public procurement, localisation and designations; however, verification and its attached process took centre stage, revealing a need to “rethink” policies on funding the verification of suppliers.

“The objective of verification is among others to stimulate local manufacturing, technology transfer and commercialisation of local inventions. It also aims to grow the economy and create sustainable jobs in South Africa,” said Fubbs.

While there is an acceptance and understanding that local content verification, under the Preferential Public Procurement Framework Act, is a requirement, the issue of who will pay for the verification – the winning bidder or the State – remains to be settled.

Fubbs emphasised the need for the National Treasury and the Department of Trade and Industry to resolve that issue and ensure that there was an amendment in regulation, if necessary.
