Joburg advances waste-to-energy project to divert 500 000 t/y from landfill

The City of Johannesburg says it is advancing the procurement of its Alternative Waste Treatment Technology (AWTT) project.

The project is a waste-to-energy initiative aimed at diverting about 500 000 t/y of municipal solid waste from landfill.

The project will be implemented through a public-private partnership and will comprise a materials recovery facility and a waste-to-energy plant.

Under the proposed structure, a private partner will design, build, finance, operate and maintain the facility over a 25-year concession period, with ownership reverting to the city at the end of the term.

The facility will process mixed municipal waste and convert residual waste into electricity, while enabling the recovery of recyclable materials and reducing landfill dependency.

The city explains that the AWTT project is intended to address mounting pressure on Johannesburg’s landfill capacity, while aligning with national waste management policy and climate objectives.

The initiative is also expected to extend landfill lifespans, reduce methane emissions and improve environmental compliance.

The project is supported by blended finance, including grant funding secured from Invest International as well as funding through the Development Bank of Southern Africa’s Infrastructure Fund, which will assist in improving affordability and advancing the project toward financial close.

Procurement is currently under way, with the city seeking to appoint a private sector partner to deliver the project in line with defined output-based performance standards.

The request for qualifications is available on the city’s website and interested parties are required to attend the compulsory online briefing session on May 28.
