Gauteng health dept gets administrator to strengthen capacity
The Gauteng Provincial Treasury (GPT) has appointed audit and tax advisory firm PricewaterhouseCoopers (PwC) as administrator of the provincial Department of Health (DoH).
PwC has been tasked, in collaboration with the provincial government, to “re-engineer business processes” within the Gauteng DoH, guided by an established detailed work plan, over the next two years.
Finance MEC Mandla Nkomfe emphasised on Thursday that the provincial health department was not under official Section 100 (b) administration, but that the GPT aimed to stabilise and strengthen the financial management capacity of the department.
Delivering the GPT’s 2013/14 Budget Vote, he said the GPT was, under its mandate, taking appropriate steps to deal with “persistent material” challenges, as it would in any department.
“[The] health [department] must be turned around urgently to fulfill [its] mandate of providing efficient and effective public health services to the people of Gauteng,” he added.
Short-term objectives will see PwC and an intervention team comprising financial management, supply chain management and medical professionals from GPT and the provincial DoH stabilising the health system.
“This entails addressing all historical issues, mainly in relation to three focus areas: payment of suppliers, revenue management and personnel administration,” he explained.
In the long term, PwC will build staffing systems and procedures for filling vacancies in the department that are aligned with the procurement framework in the public sector.
The firm is also tasked with the establishment of proper systems for effective and efficient health care service delivery in Gauteng, as well as the introduction of a system that supports hospital management, while ensuring efficient change management processes for introducing strategic leadership in the department.
