Ethane steam cracker and polyethylene facility project.
Location
The proposed cracker will be built alongside Total’s Port Arthur refinery and Total/BASF’s existing steam cracker in Bayport, Texas, on the US Gulf Coast.
Client
Borealis and Nova Chemicals Corporation have signed a preliminary agreement to form a joint venture (JV) with Total Petrochemicals and Refining USA. The JV is expected to be established in late 2017. The final investment decision on the polyethylene plant will be taken simultaneously.
Project Description
The project involves the construction of a new light feed cracker and a new polyethylene facility. It includes:
• the construction of a new one-million-tonne-a-year ethane steam cracker in Port Arthur;
• Total’s existing polyethylene 400 000 t/y plant in Bayport; and
• the construction of a new 625 000 t/y Borstar polyethylene plant on the Bayport site, in Texas.
Jobs to Be Created
The project is expected to create about 1 500 jobs during peak engineering and construction activity.

$1.7-billion.
Duration
The new cracker is expected to start in 2020.
