DoC aims to publish ICT policy White Paper by March 2014
South Africa’s information and communications technology (ICT) policy review panel aimed to table a White Paper by March next year after the 22-member ensemble outlined the scope of work and terms of reference (TOR) for reviewing South Africa’s current ICT framework.
The Joe Mjwara-led panel was tasked with analysing and outlining remedial recommendations of the country’s current policy and regulatory framework and submitting a draft Green Paper for an Integrated National ICT Policy by October.
The Department of Communications (DoC), which was working with the panel, gazetted the TOR and way forward on Thursday.
Six working committees would each examine the functionality of the frameworks governing telecommunications and information technology, broadcasting, investment and manufacturing, postal, content development and digitising government.
The panel would be responsible for determining policy aims and strategies for ICT research and development, human capital development, application-development promotion, manufacturing support, investment in the ICT backbone infrastructure and examining trends for digitising government to increase the use of ICT.
Under the TOR, the role of the Independent Communications Authority of South Africa would be assessed and aligned to each sector and the expectations of the public in general.
The parties would also propose “appropriate sector-specific interventions to achieve a universal service and develop universal-access policy aims for South Africa, including methods of policy execution”.
Studies on successful international benchmarks would also be undertaken for each sector and subsector.
