Water Security

Water security is the reliable availability of an acceptable quantity and quality of water for health, livelihoods, ecosystems and production, coupled with an acceptable level of water-related risks to people, environments and economies. The concept encompasses access to safe drinking water and sanitation, water for agricultural and industrial use, and protection from water-related hazards such as floods and droughts. Water security is increasingly recognised as a critical development challenge, particularly in regions facing climate variability, population growth and competing demands for limited water resources. In sub-Saharan Africa, water security concerns drive significant infrastructure investment in dams, treatment plants, distribution networks and sanitation systems. Financing mechanisms for water security projects include development finance institutions, green bonds and blended finance structures that combine public and private capital. Poor water security undermines economic productivity, public health and social stability, making it a priority for governments, multilateral lenders and commercial banks. The concept extends beyond physical infrastructure to include governance, regulation, water-use efficiency and ecosystem management. Water security is closely linked to energy security, food security and climate resilience, forming part of the broader sustainable development agenda. International frameworks such as the United Nations Sustainable Development Goal 6 explicitly target universal access to safe water and sanitation by 2030.
