Social Housing

Social housing is a form of subsidised residential accommodation provided to low- and moderate-income households who cannot afford market-rate housing. It is typically owned, managed or regulated by government agencies, nonprofit organisations or dedicated social housing institutions, with rents set below market levels to ensure affordability. The sector plays a critical role in urban development and poverty alleviation, particularly in cities experiencing rapid population growth and housing shortages. Social housing projects are often located in well-serviced areas close to employment centres, public transport and amenities, aiming to promote spatial integration and reduce urban sprawl. Funding models vary but commonly involve a combination of government grants, concessional finance and cross-subsidisation from higher-income tenants. In South Africa, social housing is governed by the Social Housing Act and delivered through accredited social housing institutions, with a focus on densification and the regeneration of inner-city areas. Eligibility criteria typically target households earning within a specified income band, ensuring that the poorest and the lower-middle class have access to decent, affordable rental accommodation. The sector faces challenges including limited public funding, high construction costs, maintenance backlogs and the need to balance financial sustainability with social objectives. Social housing is distinct from informal settlements and from government-provided low-cost ownership schemes, as it emphasises long-term rental tenure and professional management. It remains a key instrument in addressing housing backlogs and promoting inclusive urban growth across the continent.
