Mine Health And Safety Council

The Mine Health And Safety Council is a South African statutory body established to advise the Minister of Mineral Resources and Energy on occupational health and safety in the mining industry. The council operates under the Mine Health and Safety Act of 1996 and serves as a tripartite forum bringing together government, mining companies and organised labour to develop policy and standards for mine safety. Its mandate includes conducting research into mining hazards, recommending regulations and codes of practice, and monitoring the implementation of health and safety measures across all mining operations in South Africa. The council comprises representatives from the Department of Mineral Resources and Energy, industry bodies such as the Minerals Council South Africa, and trade unions representing mineworkers. Key functions include investigating emerging health risks such as silicosis and tuberculosis, promoting best practices in accident prevention, and facilitating dialogue between stakeholders on contentious safety issues. The council plays a central role in South Africa's efforts to reduce mining fatalities and occupational diseases, which have historically been significant challenges in the country's deep-level gold and platinum mines. It publishes annual reports on mining safety statistics and advises on legislative amendments to improve worker protection. The Mine Health And Safety Council was established following the transition to democracy in South Africa, reflecting a shift towards collaborative governance in an industry with a legacy of poor safety records and adversarial labour relations.
