Electricity Wheeling

Electricity wheeling is the transmission of electrical power from a generator to an end-user through a third-party transmission or distribution network. The practice allows independent power producers or private generators to deliver electricity to customers without owning the grid infrastructure, paying a wheeling charge or tariff to the network operator for use of the transmission and distribution assets. In South Africa, wheeling has gained prominence as corporates and municipalities seek to procure renewable energy directly from independent power producers, bypassing the traditional utility monopoly model. The arrangement typically involves a tripartite agreement between the generator, the network owner (such as Eskom or a municipal distributor), and the off-taker. Wheeling is central to the country's energy transition, enabling private investment in renewable capacity and helping large consumers reduce their carbon footprint and secure more reliable supply. Regulatory frameworks and tariff structures for wheeling have evolved to accommodate the shift, though challenges around grid access, scheduling and cost allocation persist. The mechanism is widely used in liberalised electricity markets globally and is becoming a key enabler of decarbonisation strategies across sub-Saharan Africa. Wheeling supports the growth of green hydrogen projects, corporate power purchase agreements and distributed generation, contributing to energy security and the diversification of supply sources.
