Department Of Mineral And Petroleum Resources

The Department of Mineral and Petroleum Resources was a South African government department responsible for regulating the country's mining and petroleum sectors. It held the mandate to develop and implement policy for the exploration, extraction, processing and beneficiation of mineral and petroleum resources. The department administered the Mineral and Petroleum Resources Development Act of 2002, which vested mineral rights in the State and introduced a licensing regime to promote transformation, sustainable development and economic growth. It oversaw the granting of prospecting and mining rights, environmental compliance in extractive industries, and the promotion of historically disadvantaged participation through the Mining Charter. The department also managed South Africa's upstream and downstream petroleum regulatory framework. In 2009, following national elections, the department was restructured and its functions were absorbed into the newly configured Department of Mineral Resources, which later became the Department of Mineral Resources and Energy in 2019. During its existence, the department played a central role in shaping post-apartheid mining policy, balancing investor confidence with social and environmental imperatives. Its legacy continues to influence current regulatory and policy debates in South Africa's resource economy.

Department accepts Henkries mining right application, scoping report approved

The Department of Mineral and Petroleum Resources has accepted Neo Energy Metals' Henkries mining right application, with the scoping report subsequently accepted on June 10 and the environmental-impact report process now under way. The Aim-listed company is advancing uranium and gold projects in the Free State and Northern Cape, with a Section 11 mining rights transfer at its New Beisa project on track for completion by December.

Petrol and diesel prices fall despite end of fuel levy relief

The department confirms that petrol and diesel prices will decrease significantly from July 1, with Petrol 93 down R2.01 a litre and diesel (0.005% sulphur) down R3.59 a litre, despite the complete phasing out of short-term fuel levy relief. The average Brent crude oil price decreased from $104.95/bl to $85.53/bl during the review period, while the rand appreciated against the dollar from R16.52 to R16.38.

Mineral Resources Development Bill expected by September after stakeholder refinement

The Mineral Resources Development Bill is being revised to incorporate stakeholder inputs and is expected to be submitted to Cabinet and then Parliament for consideration during the three months ending September 30, the department says. The Minerals Council has urged government to avoid repeating the prolonged regulatory uncertainty caused by the previous 2013 amendment attempt.
