Climate Resilience

Climate resilience is the capacity of social, economic and environmental systems to cope with hazardous climate-related events or disturbances, responding or reorganising in ways that maintain their essential function, identity and structure. The concept encompasses both the ability to absorb shocks from extreme weather events such as droughts, floods, cyclones and wildfires, and the capacity to adapt to longer-term shifts in temperature, precipitation patterns and sea levels. Climate resilience operates across multiple scales, from individual households and communities to cities, regions and entire nations, and involves physical infrastructure, natural ecosystems, governance systems and social networks. Building climate resilience has become a central pillar of international development policy and climate adaptation strategies, particularly in regions most vulnerable to climate change impacts. Key interventions include early-warning systems, climate-smart agriculture, resilient infrastructure design, ecosystem restoration, diversified livelihoods and strengthened institutional capacity. The approach differs from traditional disaster management by emphasising proactive adaptation rather than reactive response, and by integrating climate risk considerations into long-term planning and investment decisions. Climate resilience is closely linked to sustainable development goals, as vulnerable populations in low-income countries often face the greatest exposure to climate hazards while having the least capacity to recover. International frameworks such as the Paris Agreement and discussions at the Conference of Parties increasingly prioritise resilience-building alongside emissions reduction. Development agencies, governments and research institutions such as the Overseas Development Institute work to identify effective resilience strategies and mobilise finance for adaptation measures. The concept recognises that complete protection from climate impacts is neither feasible nor affordable, and that systems must be designed to bend without breaking when faced with climate-related stress.
