ICA Fluor, the industrial engineering and construction joint venture between Empresas ICA and Fluor, has signed a contract with Pemex Transformacion Industrial to supply detailed engineering, procurement and construction services for the utilities and offsites that are part of the Tula refinery upgrade at Hidalgo.
The total contract value is estimated at $1.1-billion.
