Sirajganj 4 (S4) combined-cycle power plant (CCPP) project, Bangladesh.
Client
Sembcorp Utilities (SCU), a wholly owned subsidiary of Sembcorp Industries (SCI).
The project has been designated by the government of Bangladesh as a public–private partnership project, with 29% of the equity interest to be subscribed and owned by State-owned power generation utility North West Power Generation Company Limited (NWPGCL), which is wholly owned by the Bangladesh Power Development Board. SCU will have 71% equity in the company.
Project Description
The project involves the construction of a CCPP, with a net generation capacity of 413.8 MW, in the Sirajganj district of Rajshahi.
S4 will be sited at the Saidabad power generation complex owned by NWPGCL.
Within the Saidabad power generation complex, NWPGCL currently owns and operates Sirajganj 1, a 225 MW dual-fuel CCPP. NWPGCL is also developing Sirajganj 2, an additional dual-fuel 225 MW CCPP plant. The company’s future development plans include an additional 225 MW dual-fuel CCPP plant – Sirajganj 3 – that will be developed between the S1 and S4 projects.
The S4 project will comprise a main power block consisting of one dual-fuel gas turbine, one steam turbine, one heat recovery steam generator and bypass and exhaust stacks. Black start and emergency diesel generators will be supplied to pro-vide black start and safe shutdown capabilities. The plant will have a minimum combined-cycle output capacity of 413.8 MW (net), with natural gas as fuel, and 333 MW, with high-speed diesel (HSD) as fuel. The simple-cycle output capacity will be 282 MW (net), with natural gas as fuel and 236.8 MW, with HSD as fuel.
The plant efficiency is expected to be 33.71% under simple-cycle operations and 49.46% under combined-cycle operations.
The associated facilities for the project include a transmission line, which will have its own switchyard within the project site and will be connected with the Powergrid company of Bangladesh’s 230 kV substation that is adjacent to the Saidabad power generation complex boundary; a regulating and metering station (RMS), which will be built on site for fuel gas compression and conditioning; a gas pipeline of about 1.6 km from Gas Transmission Company’s valve station to the RMS; a 4-km-long water pipeline from the Jamuna river to the project site; and a dedicated approach road of about 1.5 km connecting the Saidabad power generation complex with the national highway. The labour camp will be located outside the power generation complex.
Value
The total project investment of about $390-million (the International Finance Corporation has pegged the project at about $412-million) is expected to be funded through limited recourse project financing and equity. Lenders for this project will include multilateral agencies and commercial banks. Financial close of the project is expected in 2016.
Duration
The project is expected to be completed in 2018.
Latest Developments
Construction of the CCPP will be undertaken on a turnkey basis by a consortium comprising SEPCOIII; SDC, a wholly owned subsidiary of SCI; and SEMBPEC, a newly established entity of SCU. SEPCOIII will be responsible for integration of individual works from design to completion of execution/plant commissioning.
