RAL CEO Maselaganye Matji has praised the partnership with Northam as a victory for what he calls the “village economy”, as all the contracts have set aside 30% for the empowerment of local labourers and small and medium-sized enterprises. Therefore, 30% of the value of that contract must be allocated to subcontractors and labourers from communities where the development of the road infrastructure is taking place.
