Client
Mamba Cement Company, a special-purpose vehicle established to construct and operate the cement production facility and mine the limestone.

The majority shareholders in Mamba Cement are Jidong Development Group and the China-Africa Development Fund (CAD Fund), with a 51% shareholding in the project.

The other shareholders in Mamba Cement are majority black-women-owned and -managed investment and operating group Women Investment Portfolio Holdings (Wiphold), with a 23.9% stake, and the unidentified holder of the limestone mining rights, with a 25.1% shareholding.

Project Description
Mamba Cement plant will be located at an established limestone deposit near Northam, in Limpopo. The plant will have a capacity of more than one-million tonnes a year and produce cement for and sell to blended cements, readymix and construction industries across South Africa. An on-site waste heat recovery system will be capable of generating 25% of the power required to operate the plant.

Construction of the new cement plant is expected to be completed by early 2016.

Latest Developments
Mott MacDonald will provide construction and operational monitoring, environmental assessments and independent water compliance auditing as the lenders’ technical adviser for the project.

The consultancy previously provided a technical review of the financing, design, construction and operation of the plant, which led to the successful financial close of the project in March this year.
