The City of Johannesburg's (CoJ's) Johannesburg Development Agency (JDA) is starting with the next phase of the Joburg Comprehensive Integrated Transport Plan (CITP) that will help define what a better transport system for the city looks like.

This 12-month transport indicators and target setting phase will review best practices and global trends in transport planning, assess the current state of Johannesburg’s transport system and engage stakeholders and communities to set clear, measurable targets for the future.

The aim is to determine what would constitute reliable public transport, how accessible it must be and how real improvements should be measured. This phase will also aim to determine how efficient and reliable transport connects people to economic opportunities.

“In this phase, we are setting clear targets that will guide how Johannesburg moves, grows and connects. This is where planning begins to translate into real impact for residents,” says JDA CEO Themba Mathibe.

This stage is important as it will set the benchmarks that shape future investment decisions, infrastructure development and service delivery across the city’s seven regions. These targets will guide how transport projects are prioritised and implemented; from buses and roads to safer pedestrian and cycling infrastructure, he says.

“This stage is the backbone of the entire plan. By understanding where we are today and setting clear, realistic targets, we can build a transport system that truly responds to the needs of our communities, and one that is efficient, inclusive and future-ready,” says CoJ Transport executive director Lutando Maboza.

The city has already begun gathering key data and engaging stakeholders, creating the groundwork for deeper public participation in the months ahead. Residents, businesses and transport users will have an opportunity to contribute and help shape the future of mobility in Johannesburg.

As the project moves forward, the Joburg CITP continues to build a clear vision, which is a Johannesburg where mobility is easier, safer and more accessible for everyone, the CoJ states.
