Itac still consulting on scrap metal

The International Trade Administration Commission of SA (ITAC) is still consulting on new arrangements regarding scrap metal exports, Trade and Industry Minister Rob Davies said on Wednesday.

Government remained concerned about scrap metal exports for a number of reasons, he told media at Parliament.

Of particular concern was that exporting scrap metal was an outlet for illicit activity.

Apart from copper theft, which cost the country millions, government was also aware that the products of illegal mining were sometimes smelted into other metals and then sold as scrap metal.

Another concern was that from a purely industrial development point of view, scrap metal was a very important resource which should be more available for use in South Africa.

Davies said the public consultation process on the new arrangements for scrap metal exports was still underway at ITAC.

But the gist of it was, firstly, if you wanted to export, you would have to get a certificate to show that "this is not stolen goods".

"The onus will be on the exporter to show that, which I think can be an additional tool to give effect to the Second-hand Goods Act...

"And secondly, a metallurgical certificate, so that if you are exporting something which you call scrap iron and it's got gold in it, you will have to show that that's not the case.

"And then there will have to be a price advantage, which will have to be offered to the local industry before you get a permit to export," he said.
