The GFIP is a long-term freeway upgrade and expansion project, which entails the upgrade and construction of about 561 km of freeways in Gauteng.

The Department of Transport (DoT), through Sanral, has invested more than R21-billion in the first phase of the project.

Latest Developments
Transport Minister Ben Martins and Sanral have published draft regulations and notices relating to the GFIP for public comment.

The regulations and notices, which were published in the Government Gazette on May 24, detail how the GFIP tolling process will work. They include e-road regulations, regulations on the exemption from payment of GFIP tolls, amendments to the National Road Traffic Regulations, the conditions related to GFIP e-toll payments and the exemption from payments of GFIP tolls for qualifying public transport services and emergency vehicles.

Interested parties have been given 30 days to submit written comments to government on the draft documents.

The publication of the tolling regulations comes days after the National Council of Provinces (NCOP) approved the Transport and Related Matters Amendment Bill, as government prepares to implement the e-tolling system in Gauteng.

Once the Amendment Bill is signed into law by President Jacob Zuma, e-tolling in Gauteng will start.

On Budget and on Time?
E-tolling was suspended on April 28, 2012, pending a full review; however, the Constitutional Court has set aside the interdict preventing Sanral from tolling some of Gauteng’s highways, while the proposed e-tolling system is undergoing judicial review in the North Gauteng High Court, in Pretoria.
