Transnet is investigating an open-access coal terminal at Richards Bay to break the export stranglehold of major miners and create capacity for new market entrants.
The proposed terminal would be capable of exporting 14-million tons a year, which could be expanded to 32-million tons and stockpile four to eight grades of coal.
