Closing South Africa's digital gender gap

South Africa's digital transformation journey has accelerated rapidly in recent years. From cloud adoption and artificial intelligence (AI) experimentation to digital public services and hybrid workplaces, technology is increasingly shaping how businesses operate and how citizens integrate into the economy. Yet amid this progress, one challenge continues to persist quietly in the background: the technological gender gap.

While discussions around digital inclusion often focus on connectivity and infrastructure, access alone does not guarantee participation. According to the GSMA's Mobile Gender Gap Report 2025, women in Sub-Saharan Africa are 29% less likely than men to use mobile internet, with affordability and digital literacy remaining among the biggest barriers to adoption. As digital technologies become increasingly central to economic engagement, addressing these gaps is critical to ensuring that the benefits of digital transformation are shared equitably.

"Digital transformation cannot be measured solely by how many technologies organisations deploy. Its success is ultimately determined by how many people can participate meaningfully in the digital economy. When women continue to face barriers to access, skills development, and digital confidence, organisations risk excluding valuable perspectives that drive innovation and growth," says Shobana Sruthi Mohan, Enterprise Analyst at ManageEngine.

The economic cost of exclusion

South Africa possesses one of Africa's most advanced digital ecosystems, supported by growing enterprise digitisation, a vibrant startup landscape, and increasing investment in emerging technologies. However, long-standing socio-economic inequalities continue to influence how technology is accessed, experienced, and leveraged across different communities.

Women remain under-represented in digital technologies and ICT-related fields, limiting opportunities for education, skills development, entrepreneurship, and workforce participation. This is not simply a social issue; it carries significant economic consequences.

According to the World Economic Forum's Global Gender Gap Report 2025, Sub-Saharan Africa has closed about 68% of its gender gap, with South Africa among the highest countries in this category. However, full global economic gender parity is projected to take 123 years, with Sub-Saharan Africa estimated to take up to 98 years back in 2022. This highlights the need for women's full participation in the digital economy, as barriers to digital access can hinder economic growth and competitiveness.

Inclusion must be central to digital transformation

As South African organisations increasingly embrace AI-driven operations, automation, and data-led decision-making, inclusion must become a business priority rather than solely a social objective.

Technology systems often reflect the perspectives of those who design, develop, and deploy them. When women remain underrepresented in highly technical disciplines such as software engineering, cybersecurity, AI development, and infrastructure management, opportunities to incorporate diverse viewpoints into technological innovation become limited.

“As organisations accelerate AI adoption and digital transformation initiatives, diversity must be viewed as a strategic advantage rather than a compliance exercise. Technology shapes how people work, communicate, and access opportunities. The teams building these systems should reflect the diversity of the communities they serve," says Mohan.

The challenge extends beyond attracting women into technology careers. Retention and advancement remain equally important. A report by McKinsey shows that women account for approximately 47% of STEM graduates across Africa, demonstrating strong educational participation. However, this representation declines significantly throughout the career pipeline. Women occupy only 23–30% of technology roles across the continent and hold fewer than 12% of technology leadership positions.

This disconnect highlights a persistent challenge in translating educational inclusion into long-term career advancement. Creating pathways for professional growth, leadership development, mentorship, and equitable career progression is, therefore, just as important as expanding access to digital education.

Building trust in digital participation

Digital inclusion also intersects closely with trust and safety. Concerns around cyber harassment, misinformation, privacy risks, and technology-facilitated abuse continue to influence how women engage online.

As digital participation expands across Africa, policymakers and industry stakeholders increasingly recognise that safe, secure, and inclusive digital environments are essential to ensuring that more people can partake confidently in digital ecosystems. For organisations, this means designing technologies, policies, and workplace cultures that prioritise accessibility, security, and inclusion from the outset rather than treating them as secondary considerations.

Building a more gender-inclusive future

South Africa's digital future will ultimately depend not only on technological advancement but also on how equitably the benefits of that transformation are distributed. The country's digital divide reflects broader socio-economic inequalities that often intersect with gender. Differences in educational opportunities, device affordability, internet accessibility, and early exposure to digital tools continue to influence access to opportunities. These disparities often begin early and can persist throughout careers.

Addressing the digital gender gap therefore requires a holistic approach. Expanding connectivity remains important, but meaningful progress also depends on strengthening digital literacy, increasing representation in technical fields, creating pathways to leadership, and fostering safer online environments. Ultimately, bridging the digital gender gap is not simply about improving access statistics. It is about ensuring that women have equal opportunities to contribute to the digital economy, influence technological development, and help shape South Africa's digital future.
