5% of payroll for skills development – Minister
The mining industry had agreed to contribute 5% of payroll for skills development, Mineral Resources Minister Susan Shabangu said last week.
Shabangu, who was delivering the opening address at the Investing In African Mining Indaba, said the proceeds would go towards artisan training and support for increasing the pool of engineers.
“We have agreed with the mining industry to progressively increase the resource allocation for skills development to reach and sustain 5% of payroll,” the Minister added.
The Mineral and Petroleum Resources Development Act (MPRDA) Amendment Bill was currently being finalised and would improve the ease of doing business in South Africa.
Once the MPRDA changes had been introduced, mining permits would be granted within a period of up to 300 days and would include environmental and water licence provision, the Minister reiterated.
LoopholesThe amended legislation would address loopholes highlighted by court action and would promote value addition.
“It provides a predictable, stable and inclusive mining environment,” Shabangu added.
The review of the ten-year-old Mining Charter would not mean more uncertainty and would promote ongoing transformation, which was a business and societal imperative.
There could be no genuine economic growth without transformation and funding was being put behind skills development.
The MPRDA was the product of tripartite consensus of business, government and labour and the government was assuming responsibility for the provision of infrastructure, which had been identified as a binding constraint on the growth of the mining sector.
