Service Delivery

Service delivery refers to the provision of basic public services and infrastructure by government to citizens and communities. In the South African context, it encompasses the supply of water, electricity, sanitation, housing, healthcare, education, waste removal and road maintenance by national, provincial and local government authorities. The term gained prominence in post-apartheid South Africa as a measure of government performance in addressing historical inequalities and meeting constitutional obligations to improve quality of life. Service delivery is primarily a local government responsibility, with municipalities mandated to provide basic services to households and businesses within their jurisdictions. Challenges include inadequate infrastructure, budget constraints, capacity limitations, corruption and rapid urbanisation. Service delivery protests have become a recurring feature of South African civic life, with communities demonstrating against poor quality, interrupted supply or complete absence of essential services. The National Council of Provinces and other oversight bodies monitor service delivery performance across provinces and municipalities. Government uses service delivery as a key metric in assessing developmental progress and social cohesion. Effective service delivery is widely recognised as essential for economic growth, public health and political stability across the African continent.
