Public Service Commission

The Public Service Commission is an independent constitutional body established to promote and maintain high standards of professional ethics in the public service of South Africa. It is mandated by Chapter 10 of the Constitution to investigate, monitor and evaluate the organisation and administration of the public service, including personnel practices and the application of public service legislation. The commission has the authority to investigate grievances of employees concerning official acts or omissions, to monitor and evaluate the use of human and other resources in the public service, and to propose measures to ensure effective and efficient performance within the public service. It reports to the National Assembly on its activities and the performance of its functions at least once a year. The commission plays a key role in promoting the constitutional values and principles governing public administration, including accountability, transparency, good human-resource management and career-development practices. It operates independently and is accountable only to the National Assembly, ensuring that it can carry out its oversight functions without political interference. The Public Service Commission also advises national and provincial organs of state on personnel practices, organisation and administration, and other matters referred to it by Parliament or the President. Its work is central to maintaining professionalism and combating corruption within South Africa's public service. The commission was established following South Africa's transition to democracy in 1994 to ensure that the public service operates in accordance with democratic principles and serves the interests of all citizens.
