Pandemic Preparedness

Pandemic preparedness is the strategic planning, capacity-building and coordination undertaken by governments, health systems and international organisations to detect, prevent and respond effectively to infectious disease outbreaks with pandemic potential. It encompasses surveillance systems for early warning, laboratory networks for pathogen identification, stockpiling of medical countermeasures including vaccines and therapeutics, and the development of rapid-response protocols. The discipline gained renewed urgency following the 2014–2016 West African Ebola epidemic and the COVID-19 pandemic, both of which exposed critical gaps in global and regional readiness. In Africa, pandemic preparedness is coordinated through institutions such as the Africa Centres for Disease Control and Prevention (Africa CDC), the World Health Organisation (WHO) regional office, and the African Union Commission, often in partnership with vaccine alliances including GAVI and the Coalition for Epidemic Preparedness Innovations (CEPI). Key components include workforce training, supply-chain resilience, cross-border information sharing, and equitable access to diagnostics and vaccines. Financing remains a persistent challenge, prompting calls for sustainable domestic funding and international solidarity mechanisms. The concept also extends to One Health approaches that integrate human, animal and environmental health surveillance, recognising that most emerging infectious diseases are zoonotic in origin. Pandemic preparedness is increasingly viewed as a matter of economic security, given the severe disruption outbreaks inflict on trade, investment and livelihoods across the continent.
