Expanded Public Works Programme

The Expanded Public Works Programme is a South African government initiative designed to create temporary employment opportunities and provide income support for unemployed and underemployed people. The programme operates across national, provincial and local government spheres, targeting labour-intensive projects in infrastructure development, environmental conservation, social services and economic sectors. Participants typically work on projects such as road maintenance, water and sanitation infrastructure, waste management, community health services and conservation activities. The programme aims to alleviate poverty and unemployment while simultaneously delivering public services and developing community infrastructure. Workers receive stipends or wages for their participation, and many projects include skills training and work experience components intended to improve participants' employability. The Expanded Public Works Programme forms part of South Africa's broader poverty-reduction and job-creation strategy, with municipalities and government departments using it to supplement permanent workforces during peak demand periods or for specific projects. The initiative prioritises vulnerable groups including youth, women and people with disabilities. Since its establishment in 2004, the programme has created millions of work opportunities, though these are typically short-term positions lasting from a few months to a year. The programme is coordinated by the Department of Public Works and Infrastructure at national level, with implementation occurring through various government departments and municipalities.
