Embedded Generation

Embedded generation refers to electricity generation that is connected directly to the distribution network or located on the customer's side of the meter, rather than being part of the centralised transmission grid. The term encompasses a wide range of technologies, including solar photovoltaic systems, small-scale wind turbines, combined heat and power plants, diesel generators, battery storage and mini-grids. Embedded generation units typically range from small rooftop solar installations of a few kilowatts to larger industrial facilities of several megawatts. The approach allows businesses, households and communities to generate their own power, reducing reliance on the national grid and improving energy security. In many African markets, embedded generation has become increasingly important as a response to unreliable grid supply, high electricity tariffs and the need to decarbonise energy systems. Regulatory frameworks for embedded generation vary by jurisdiction, with some countries offering feed-in tariffs or net metering arrangements that allow generators to sell excess power back to the grid. The sector has attracted significant investment from commercial and industrial users seeking to lower operating costs and ensure continuity of supply. Technological advances in solar, battery storage and digital monitoring platforms have made embedded generation more accessible and economically viable. The rise of embedded generation is reshaping traditional utility business models and driving the transition toward more distributed and resilient energy systems.

South Africa's embedded generation continues to expand amid rising electricity demand

South Africa has seen a rise in rooftop and ground-mounted solar PV embedded generation in the retail sector, with the mining and manufacturing sectors also deploying renewables, according to the South African National Energy Development Institute. Small-scale embedded generation in residential areas and businesses is expected to continue growing, driven by higher electricity tariffs, declining costs of battery energy storage systems and solar panels, and the need for energy security.

Eskom extends registration fee waiver for small-scale embedded generation to September

State-owned utility Eskom has extended the waiver of registration fees for small-scale embedded generation systems up to 50 kW until September 30, 2026, waiving up to R10 000 for urban customers and up to R36 000 for rural customers. The utility is also testing a new prepaid metering option for residential customers who wish to install rooftop solar while remaining on prepaid metering, with broader rollout planned once initial implementation requirements are confirmed.

Coega Special Economic Zone advances 100 MW solar PV project

The Coega Development Corporation has proposed a 100 MW ground-mounted solar PV project aligned with the Strategic Integrated Project 20c: Embedded Generation National Programme, with an estimated 80 MW to be built in the Coega Special Economic Zone and 20 MW in the Nelson Mandela Bay Logistics Park. The Industrial Development Corporation released the request for proposal in November 2025, with the appointed service provider required to complete the assignment within 18 months.
