The Department of Home Affairs is a South African government department responsible for civil registration, immigration and citizenship services. The department manages the issuance of identity documents, passports, birth certificates, death certificates and marriage certificates for South African citizens. It oversees immigration control at the country's ports of entry and administers visa applications and permits for foreign nationals. The department maintains the National Population Register, which records vital statistics and demographic information for all South Africans. It plays a crucial role in supporting electoral processes by providing the national population register to the Independent Electoral Commission for voter registration purposes. The department also manages refugee and asylum seeker applications in accordance with South Africa's international obligations. Its mandate includes combating identity fraud, illegal immigration and document forgery through various security measures and verification systems. The department operates service centres across South Africa's nine provinces, as well as South African missions abroad. It reports to a Cabinet minister and forms part of the justice, crime prevention and security cluster of government departments. The Department of Home Affairs was established following South Africa's transition to democracy in 1994, consolidating functions previously fragmented under the apartheid-era homeland system.
