South Africa's municipalities are grappling with the tension between infrastructure investment and affordability as major cities table budgets that impose significant tariff increases on residents already struggling with the cost of living. The City of Johannesburg's R97.1-billion budget for 2026/27 has sparked fierce political opposition, with the authority planning to raise water tariffs by 12.5%, sanitation by 11%, electricity by 8.6% and refuse removal by 6.2%, while ActionSA and the Democratic Alliance argue the increases burden struggling households without delivering corresponding improvements in service delivery. Meanwhile, energy sector experts emphasise that tariffs must be structured to ensure full cost recovery for system operation and network infrastructure as South Africa transitions from a vertically integrated monopoly towards a competitive electricity market.

The City of Johannesburg's 2026/27 budget allocates R1.8-billion to maintaining and upgrading existing assets with a focus on weather resilience, and R570-million toward targeted expansions including road resurfacing, upgrading gravel roads, improving stormwater infrastructure and expanding the integrated public transport network. Opposition parties contend the budget is unaffordable and fails to address persistent service backlogs, with residents continuing to experience water interruptions, sewer spillages, electricity disruptions and inconsistent waste collection despite repeated infrastructure commitments in previous budgets.

Energy Council of South Africa project delivery senior manager Vasanie Pather writes that tariffs must serve as "rules of engagement" for the electricity sector's transition to a competitive market, ensuring full and sustainable cost recovery while promoting fair competition through transparent, cost-reflective price signals that drive efficient production and consumption behaviour and support investor confidence for new market entry.

The National Metrology Institute of South Africa and the National Regulator for Compulsory Specifications hosted a World Metrology Day webinar exploring how measurement systems underpin public trust in critical services, from the accuracy of electricity bills to data informing environmental monitoring and policy decisions, with discussions emphasising the human concern of confidence in measurement results fundamental to systems people rely on daily.

Valmet has been contracted by Sappi Southern Africa to deliver a full engineering, procurement and construction package for the replacement of recovery boiler components at the Saiccor dissolving wood pulp mill, with delivery and installation scheduled for February 2027, aimed at improving operational safety, reducing unplanned downtime risk and improving overall mill reliability.
