Environmental Impact Assessment

Environmental Impact Assessment is a systematic process used to identify, predict and evaluate the potential environmental consequences of a proposed development project or policy before decisions are made and commitments are undertaken. The process examines the likely effects on air quality, water resources, soil, biodiversity, human health, cultural heritage and socioeconomic conditions. It typically involves baseline studies, impact prediction, mitigation planning and public consultation to ensure that environmental considerations are integrated into project design and approval. Environmental Impact Assessment is a legal requirement in most countries for major developments such as mines, power stations, industrial facilities, infrastructure projects and large-scale agriculture. The process produces a formal report that informs regulatory authorities, project proponents and affected communities about the environmental risks and proposed management measures. In South Africa, Environmental Impact Assessment is governed by the National Environmental Management Act, which sets out procedures, timelines and competent authority responsibilities. The assessment must consider alternatives, cumulative impacts and the precautionary principle, and it often includes specialist studies on ecology, hydrology, air quality, noise and social impacts. Environmental Impact Assessment has become a cornerstone of sustainable development practice since its introduction in the United States in the 1970s, and it is now embedded in environmental legislation across Africa, Europe, Asia and Oceania. The rigour and independence of the process remain subjects of ongoing debate, particularly regarding the balance between development imperatives and environmental protection.
