TNPA seeks new operator for Port of Cape Town’s Duncan Dock Precinct
South Africa’s Transnet National Ports Authority (TNPA) is seeking a new private terminal operator for the Duncan Dock Precinct, one of two multi-purpose terminals at the Port of Cape Town.
The terminal is also one of nine of the port’s 11 terminals that are currently privately operated, but the incumbent terminal operator’s lease is due to expire in 2027.
The State-owned entity has, thus, issued a request for proposals (RFP) for the appointment of a new terminal operator, which will be expected to refurbish and operate the terminal over a 25-year concession period.
The RFP indicates that the new operator will be expected to increase cargo throughput capacity at the terminal, which covers an area of about 119 849 m².
In addition, it will be required to modernise and optimise terminal infrastructure to accommodate growing volumes of containerised, dry bulk and break-bulk cargo.
“The successful concessionaire will be responsible for the design, financing, refurbishment, construction, operation, maintenance and eventual transfer of a modernised, energy efficient terminal to TNPA at the end of the concession period,” TNPA says, without outlining a specific investment value.
It indicates that the redevelopment is expected to enhance berth productivity, cargo-handling efficiency and vessel turnaround times through the deployment of modern equipment, optimised terminal layouts and advanced digital terminal systems, improving cargo flow and supporting a more efficient and competitive logistics network.
The new terminal operator will, however, be permitted to acquire the existing terminal equipment.
A non-compulsory briefing session for interested parties will be held at the Port of Cape Town on August 6 2026, with bids closing on November 20.
