SA imposes provisional duties on unframed mirrors from China

The South African Revenue Service (Sars) has imposed provisional duties of 40.22% on imported unframed mirrors from the People’s Republic of China.

This followed after complaints were made by PFG Building Glass and investigated by the International Trade Administration Commission of South Africa (Itac), that 2 mm to 6 mm unframed mirrors were allegedly being imported into the domestic market at dumped prices.

PFG sought a remedial action to the alleged dumping – exporting products at a lower price than it charged in its domestic market – as it was impacting on the Southern African Customs Union (Sacu) markets.

Antidumping action is a critical trade instrument to protect jobs and domestic industries against unfair competition from abroad.

Sacu comprised Botswana, Lesotho, Namibia, South Africa and Swaziland. PFG was the sole manufacturer of the specific product in the Sacu region.

Itac’s investigation revealed that PFG suffered price undercutting; price suppression; a decline in sales volumes; a decrease in profit; a decline in output; a decrease in market share; a decrease in productivity; negative effects on growth; and negative effects on capacity utilisation.

The provisional duty would be held in place to protect the domestic market while Itac completed its investigation.

The provisional payments would be effective for 26 weeks.

Interested parties would be able to comment on Itac’s preliminary findings before the commission made its final determination and recommendation to South Africa’s Trade and Industry Minister.
